Employer of Record
Use an appropriate local employment provider for an initial team while maintaining a clear plan for compliance, operational responsibility and future transition.
Availability depends on the role, work arrangement, immigration status and local employment framework.
Employment Before Incorporation
An Employer of Record arrangement introduces a local legal employer between the worker and the client company. Signum helps assess whether the proposed role is suitable, coordinate an appropriate local provider and define the employment, payroll and operational responsibilities supporting the arrangement.

Responsibilities must be allocated according to the applicable employment, provider, dispatch and immigration framework.
In Mainland China, arrangements marketed internationally as EOR may interact with the regulated labour-dispatch framework and require careful review of the position, provider and intended duration.
When the arrangement may be considered
When another structure may be required
Where the arrangement falls within labour dispatch, Chinese rules restrict its use to temporary, auxiliary or substitute positions and generally limit dispatched workers to 10% of the relevant workforce. The precise model must therefore be reviewed before being presented as an EOR solution.
Review the role, work arrangement, intended duration, employee profile and local constraints.
Identify and coordinate an appropriately structured local employment provider.
Prepare employment terms, cost information, payroll, benefits and immigration dependencies.
Move the employee to the client's own entity when the business establishes a permanent operating presence.
